Addressing Abnormal Transport Disruptions at the European Parliament
On November 18, a high-level event titled “High-Level debate on the role of abnormal transport in delivering green and military agenda of the EU” was held at the European Parliament in Brussels. SCUDO was represented at the event by the project coordinator Dr. Eusebiu Catana from ERTICO.

The gathering served as a policy debate focused on how abnormal transport can support the EU’s green and military goals, with a major emphasis on finding solutions to disruptions along the Trans-European Transport Network (TEN-T) corridors to ensure smoother operations across Europe.
The event attracted a diverse audience, including policymakers, businesses, SMEs, and R&D entities. During the proceedings, the SCUDO project was featured in a panel discussion where it was presented as a future solution for transport disruption in Europe.
As an AI-based disruption-management solution currently in development, SCUDO will support abnormal transport across the TEN-T corridors by continuously analysing real-time traffic, weather conditions, infrastructure restrictions, and incident data. This technology will anticipate delays and propose alternative routes, enabling more accurate planning and safer routing for oversized loads.
Furthermore, SCUDO will improve coordination with digital nodes – such as ports, terminals, and intermodal hubs – by providing reliable arrival forecasts and optimizing slot allocation. This will reduce congestion and ensure smoother traffic flows, ultimately enhancing the efficiency, resilience, and safety of abnormal transport operations. A key takeaway from the debate was the recognition that SCUDO can provide a vital solution for disruptions related to abnormal transport in Europe.
