SCUDO took the stage at the European Transport Conference 2026

The presentation, “From sensing to impact: A data-driven monitoring and KPI framework for resilient multimodal transport systems”, conducted during the Resilient Transport Systems session (Session 1, Global Trends Impacting Transport – Stream A), focused on the challenge of moving from heterogeneous transport data and disruption observations towards consistent resilience impact assessment. It introduced SCUDO’s proposed sensing-to-impact framework, establishing a traceable chain from raw data and data harmonisation, through disruption detection and characterisation, to monitoring indicators and resilience impact evaluation.

“Presenting SCUDO at ETC 2026 was a valuable opportunity to exchange perspectives with the wider European transport community on a challenge that lies at the heart of transport resilience: how we turn heterogeneous data and disruption observations into comparable, decision-relevant evidence on their impacts.” Emmanouil Nisyrios, NTUA

Nisyrios also introduced the four SCUDO Use Cases and illustrated the methodology through the Athens case, including the reconstruction and characterisation of disruptions from public transport operator data.

A key takeaway from the presentation was that transport resilience cannot be evaluated solely through operational performance metrics. Instead, a common assessment framework is required, one that can accommodate heterogeneous data, modes, geographical scales and planning contexts while still enabling consistent and comparable assessment of resilience impacts.

Hence, a central component of the session was the presentation of the Standardized Impact Evaluation Framework (SIEF), comprising 57 harmonised KPIs across six dimensions:

  • technical/infrastructure
  • operational/service
  • governance/institutional
  • socio-economic/user
  • environmental/energy
  • systemic/cross-cutting

ETC 2026 brought together researchers, policymakers, practitioners and transport professionals from across Europe and beyond, with a strong emphasis on connecting research, policy and practice. Resilience and adaptability of transport systems were among the key themes of this year’s conference. SCUDO’s work was therefore particularly relevant to the conference and, more specifically, to the Resilient Transport Systems session, as it addresses how heterogeneous transport data and disruption information can be transformed into consistent, decision-relevant evidence for assessing and strengthening transport-system resilience.
